When is it necessary to use a lookout?

Using a lookout is particularly necessary when visibility is poor or when work is taking place near active tracks. This is because a lookout plays a critical role in enhancing safety by monitoring for approaching trains or other hazards that could pose a risk to workers on or near the tracks. During conditions of reduced visibility, whether due to weather, darkness, or other factors, the ability to see approaching vehicles is compromised. In contrast, while training new workers and dealing with technical difficulties are important considerations, they do not inherently require a lookout the same way that poor visibility and proximity to active tracks do.
